I don't see the harm in posting them here first and gauging a reaction from people as to how good the idea is, then if said reaction is good using it for a future Short Trips entry.

I see a couple of problems with doing that A) Would you be able to prove to BF your final submission was entirely your own work? i.e not influenced by other opinions, how would you prove you identity? B) Let's say the idea was chosen by BF but they weren't aware that it was previously posted on the Internet, it could look like favoritism, or may infringe some of their licensing agreements C) Someone might read your ideas and steal them, tweak them or use them for plot points in their own stories. It's a nice idea for a thread, but anything you are seriously considering to submit to BF (or even publish yourself on a blog or make into a fan film or something) you might be better off keeping to yourself. As for myself...well I'm neither creative, nor patient enough to write a proper script or storyline, but I've always been curious how the Time War affected The Web Planet...

To protect your idea or indeed any other ideas you have, if you are indeed serious about writing them, I would not post them on a public forum. Be creative. Plot the entire thing out. Write some samples and submit them. If they are not chosen, decide what you want to do with them afterwards. I think the idea you posted has potential, and not just as a Doctor Who story, but what would stop me if I decided to write it up on my own and change up just enough and call it my own work? I'm being serious here.
