Well, I can't say I've read all that many Doctor Who books as of now - I have a lot on my reading list, though. I really particularly liked Goth Opera and State of Change from the VMAs, and I thought The Tomb of Valdemar was pretty fantastic, too. I liked Sands of Time and Verdigris, and Blood Harvest and Blood Heat were pretty great reads too... In fact, the only Doctor Who book I disliked that I've read was sadly Time of Your Life.
But, if I had to chose a favorite Doctor Who novel... Festival of Death, easily.

Only done the Virgin Books so far, but not finished with them but
Best: Timewyrm: Exodus, Love and War, Conundrum, All-Consuming Fire, Goth Opera, Blood Harvest, The Romance of Crime, The English Way of Death, Head Games, Human Nature, Original Sin, Just War, Damaged Goods, Time of Your Life, Killing Ground, and Cold Fusion.
Worst: Cat's Cradle: Witch Mark, Transit, The Pit, Tragedy Day, Strange England, The Death of Art, The Ghosts of N-Space, Speed of Flight, A Device of Death, and Burning Heart.

I've only read a couple and they are a mix of all the different licences lol
But Best for me are: Alien Bodies, Vampire Science, Ten Little Aliens, Fear of the Dark and Only Human

Can't say I was overly fond of The Doctor Trap. Far too confusing. Ghosts of India however has a great setting and the historical guest star is Gandhi. It also features a well written Donna, so that's the only thing I need.

Oh, wow... Off the top of my head, there was Transit which dealt beautifully with the aftermath of Love and War, Alien Bodies which tried to spark off a new uncertain era for the series, Killing Ground which takes all the Sawardian tropes of the era and produces a marvellous story for Sixy, The Year of Intelligent Tigers which read like poetry, Prisoner of the Daleks which dropped the Tenth Doctor into Firefly, Lungbarrow for its attempts to weave a new undercarriage for ongoing lore, The Man in the Velvet Mask's attempts to push the Doctor Who format as far as it could go, Shakedown which read like a six-parter from the nineties series that never was and The Wheel of Ice for its very imaginative storyline.
If I had to choose novels that didn't grab me, I'd say Byzantium! in spite of its really nice premise (everyone's characterisations were noticeably off) and The Menagerie (which suffered similar problems).

So, if I was going to ask for a "top top" or "top twenty" of DW novels, what would be on it? I've really only read Love and War, Human Nature, Lungbarrow, though I know the "arcs and plans" of most of the various lines, and a couple more recent ones like The Silent Stars Go By and Dark Horizon.
What are the most enjoyable ones, with the best characterization?

I haven't read as many of the novels as I have heard audios, but my personal favorites so far have been Prisoner of The Daleks, Goth Opera, Fear of The Dark, The English Way of Death, Touched by an Angel, Deep Time, Dead of Winter, and Shada
