Those familiar with the works of Team FourStar, LittleKuriboh and Something Witty Entertainment should get a kick out of this. And if you're not, go check them out. They make great pseudo parody-comic rewrites of big anime like Yugioh, Dragonball and Sword Art Online.
I can just picture it now:
General: "What a minute, did you just summon a bunch of TARDISes in one go?"
11: "Yeah, so?"
Gen: "That's against the laws of time, isn't it?"
11: "Screw the laws! I have bowties!"

There WAS one called "Doctor Who: The Abridged Series", but it only abridged like ten serials/episodes, and the Beeb took down like 1/3rd of 'em. It somehow made An Unearthly Child episodes 2-4 (which are already so stupid they're hilarious) even funnier.

This kind refers to Youtube comedy series that dub over and re-edit shows, usually making fun of plot holes, poor writing or weird character quirks. |

I love the sheer weirdness of the story as it is, but a compressed version might have been even more delightfully bonkers...
On the other end of the scale I'm not sure I could tolerate a longer version of The Web Planet.

Honestly.. abridging (particularly in the way you mean) isn't something I'm normally down for. I get thrown by what I react to as incorrect facts/humor I don't always fully appreciate.
That said, for Doctor Who? I'd absolutely give it a try, because it sounds potentially epic. Do the thing.
