Where does A Matter of Life and Death fit into the Doctor's 8th time line?

Based on the Previously box in the first issue, it's after Dark Eyes. It doesn't mention Liv, so I'd imagine the Doctor has dropped Liv off somewhere after Dark Eyes, has had the adventures with Josie, she leaves and he goes back to pick up Liv. The alternative is that it's after Liv and Helen have left, but since we don't know that far in advance my first theory is more plausible.

He's wearing his Night of the Doctor get-up so I'd place it after the Doom Coalition sets. Also he's relatively cheery so probably a while after Dark Eyes

In the intro to the first issue:
Coupled with the NOTD outfit, I'd say this is the Doctor after whatever terrible thing Big Finish decides to do to him next.

That's what I figured... but before or after The Sontaran Ordeal. He talks about wars lots... but doesn't explicitly go into detail.

I'd say before as there's no direct references to the Time War, which from my understanding (I haven't listened to it yet) is in high gear in Sontaran Ordeal. The references to war could just be oblique references to To the Death, Dark Eyes, Doom Coalition and whatever miserable thing Big Finish has lined up for him next.

I agree its definitely post BF but pre-Time War stuff If that is the case, I wonder if DC4 will end with the 8th Doctor getting his NOTD costume together and dropping Liv and Helen off somewhere...

Its possible or it could be so far ahead, so BF have plenty of space. I do hope we get another 8 Doctor mini-series from BF. (Thats the route they should keep taking with 3,4 and 8, otherwise its just overload)
