Due to the rules I doubt they could include Ollistra straight out. They could probably include a Time Lord whom the Doctor mentions he worked with in the Time War though... Can they introduce a character named Cardinal Ollistra and then claim that they had no idea that BF had the same character?

There would be no need - if the beeb have the permission of BF - and don't make it compulsory that listening to any audios is necessary to the enjoyment of their theoretical Ollistra ep, there would be no issue. The charter only serves to ensure licence fee payers don't need to pay any more than their licence fee to get all of their money's worth. Spin-offs can go in new directions, like BF do in every release, or Eastenders has done on loads of traight-to-video specials, but you can't make them mandatory to the enjoyment of subsequent BBC episode enjoyment and understanding.

I find it hard to believe that two creative teams in the same franchise consciously created a character with the same family tie, name and hair colour independently too, but I guess it's possible Chris had the notion for a daughter of the Brig, not a major stretch, and someone said to him "Well, actually......" and some things were changed to suit. That sounds very plausible. Honestly, I can't see the issue with introducing a character from another medium so long as there is adaquete explanation as to who they are. Unless somebody can confirm that there was a massive scandal in the 1980s over Richard Mace?!

If everything neccessary is explained and nothing in an episode was reliant on the spin-off, you're jamming. As to whether Chibnall has any interest in using Ollistra. Well, I don't think we even know much, if anything, of his stand or knowledge of spinoffs and other media Who. He was a big-fan in the 80s, of course, but did he stick with the VNAs? Does he know much about BF's work? He doesn't need to of course but if the answer is no, and Chibnall doesn't care about anything but TV Who (a perfectly valid viewpoint, if so) - I wouldn't hold out for BF to be referenced for a long,long while, a la Night Of The Doctor, much less appear on screen. I don't see the need, personally. I've loved Jacqueline Pearce for years and years but she's fleshed out enough on audio I don't need to see her appear on the show - it would a very obscure bit of fan-service after all. So was Night Of The Doctor's "Physician heal thyself" but that was a minisode for fans - textbook playing to the choir - not the flagship show on 7pm Saturday nights.

If she doesnt appear on TV, there is still Titan Comics lol True. I'd be fine with that. I'd definitely exterminate for a War Doctor Titan Comics mini-series. The 11th Doctor issue with War and Alice without the 11th Doctor present felt like a backdoor pilot for one to me.

If she doesnt appear on TV, there is still Titan Comics lol I'd definitely exterminate for a War Doctor Titan Comics mini-series. The 11th Doctor issue with War and Alice without the 11th Doctor present felt like a backdoor pilot for one to me. I'm sure it's only a matter of time...

I wonder how likely it could be that the 8th Doctor might bump into a different Time Lord called Ollistra in a pub on Gallifrey? Does Gallifrey have pubs? Time Lords don't get drunk unless they want to and given the insular nature of their society, I wonder if drinking in a public venue is considered acceptable behaviour? I distinctly remember a reference to "food pills" not working outside the city. Fairly certain it was Invasion of Time. I doubt they have pubs (shame on them!) if they won't even bother with prepared food.
