That's pretty difficult to answer... I like pretty much any of the Cybermen pre-Rise of the Cybermen (with the exception of Revenge of the Cybermen)... I REALLY like the 80s Cybermen for their voices and the Cybermen from Tomb are right up there too. But, ultimately, none of the Cybermen have ever been truly as eery as the Cybermen in Spare Parts, so I'm putting my vote in for the Tenth Planet Cybermen.

I love cybermen pre "Rise of the Cybermen", but the earlier the design the better I think, basically because the original premise was based on organ transplants gone rampantly wrong, where the transplants become the person, where the desire to remain alive takes precedence over the desire to remain human. And for me, each redesign has taken us further away from that, Tenth Planet Cybermen look like humans with augmentation and are chilling just for that, by the time we reach "Rise of the Cybermen" they just look like humanoid robots to me, their story and actions are still chilling and frightening, but their looks pays no homage to that at all.
I voted Tenth Planet.

I would have voted for spare parts. But the sock wearing cybermen of tenth planet was a joke in design, a great fit for evolution though, the best earliest cybermen was in the tomb.

I think it was Paul Hanley who did a brilliant piece of art featuring all of the Cybermen designs to date, and on there we even had his interpretation of the Spare Parts Cyberman. Like Jason said, I think the earliest is the best because of the original concept (anything organ transplant/artificial organ related interests me due to my personal history too) and I probably would have voted for anything pre-Tenth Planet under different circumstances. However, Tenth Planet is definitely my favourite TV design, so it gets my mark.

So, were all the votes for Tenth Planet somewhat tongue in cheek votes, made in deference to the fact that it only really looks good when you consider that they were probably taping together random stuff people brought in from home and using the budget to buy the spray paint? I mean, credit where it's due: good design for the times, the budget, and all that. In relation to other future designs........like most everything about an early-Who set, it's just adorably tacky. Anyway, what is in the spoiler isn't a spoiler.....it's just some babble for people who like to overthink the show like I seem to enjoy doing....
I like how the design changed and was updated over time, in general. That makes sense. Of course they keep upgrading. If your goal is survival and you have no emotions, upgrading is going to be near the very top of the list. I just don't like how they were supposed to be ultra-super-duper-Cybermen in that episode w/ Matt Smith. Nightmare in Silver, which I think I accidentally referred to as Nemesis.
For one thing, I don't need to see the Doctor beating the adjective-est noun in the universe to enjoy an episode. I don't like it when a threat is so overblown. That is especially true when the overblown threat keeps appearing and keeps getting defeated. (This is kind of why I was rather surprised when I finally found the new series, got into it, and learned that the Daleks, angry evil pepperpots who never seemed particularly bright, are suddenly so dangerous that the only way the Doctor can stop them from destroying all reality is to commit double genocide).
For another thing, if you think about things, the simple existence of super-duper-ultra-enemies raises other questions. According to Porridge/Emperor, humanity blew up an entire Galaxy* to ultimately defeat the Cybermen. So if they and the Timelords were able to build such a weapon, why didn't the Daleks just detonate one next to Gallifrey? After all, at the last, they had "a billion billion" - 10^19 - attacking Gallifrey. How is it that humans came up with that, but none of the other super duper races (other than the Time Lords) never managed to come up with such a thing? How is it that the humans used it, came up with it, and then that was it for the weapon?
And why couldn't the Cybermen, being masters of logic, calculate this possibility and spread out? With ultra-super-duper-Cybermen that can adapt to weaponry as it's fired at them, you'd think that it'd be enough to send a squad out to each Galaxy in the known universe. Further, they've had time travel for a while (see: Earth Shock).
Further yet, if they're built up to this absurdly powerful being and one uses the same costumes in other episodes, what explains stupid gags like having Rory appear on the bridge of the bloody Cyber-Controller's ship in the middle of a fleet, asking where his wife is, and the entire fleet exploding because the Doctor is awesome (and now having a one-off turn at utter ruthlessness)? If they really are so advanced at that point in the show, how the hell does any of that happen? It doesn't, if the show treats things sensibly. But in that episode, the writer wanted a gag, and in Nightmare of Silver, a different writer wanted a ultra-super-duper threat, to gin up a sense of danger.
A completely useless sense of danger, because 3,000,000 logic machines should be quite enough of a problem for a ragtag mini-platoon of soldiers, some kids, and the Doctor. Ten of them are a problem, or at least, 10 of them used to be a problem.
It bothers me. Perhaps that kind of stuff isn't even so much to build up the threat, it's simply to build up The Doctor. He doesn't need to be built up anymore! He should not be a superhero.

I remember reading somewhere that Gaiman had a scene in mind at the end of Nightmare in Silver that would have had the camera panning across an assembly of cybermen sitting at a table.. Essentially all of the versions. And as the camera pans the cybermen are earlier and earlier versions until you get to the head of the table- to the One Behind It All and it is...a Tenth Planet cyberman. Chilling. Scene never got made for whatever reason...

For me, the best Cyber design has to be the ones from "Revenge." They've got the creepy blank faces of the 60's version combined with the menacing bulk of the 80's version. They can tear you to pieces and still look creepily ascetic while doing it...
(Granted, their *portrayal* in the story isn't the best, but the design is wondrous IMHO.)
