BF's new regular cast members & characters are great, and lovely, and I love seeing them, but every once in a while they introduce someone, usually a monster of the week sort, who I'd love to see back as a regular in some capacity.
Oswald Gravenor, I think, has the potential to be a foil to the Collinses, setting up a rival fleet, or just inveigling his way into David's, as a sort of malevolent Bill Malloy.
I'm in love with Lysette Anthony's voice, so if they can't find it in their hearts to find a use for a revived Dr. Rankin, I hope they eventual give her another recurring role on the cast.
I think a mummy would be a great addition to the cast, and since Shurafa can posses people via flies, he's an ideal vehicle for using a rotating voice actor slot for whoever they feel like having play the old pharaoh this month. He already has history with Barnabas, and is already in Collinsport, though they'd probably have to ask Amy if it's alright for him to be up and about again.
Isiah Mason has potential as a long-lasting villain, extending the plot of The Path of Fate out into just the first of a continual effort for him to revenge himself on the family during the 1990s.
In fact, the 1990s in general would be a good place for BF to shake up the regular cast again. We currently have the 1970s cast and the 1980s cast, but there's only the two or three stories that really take place in the following decade, and we don't really learn anything about the family or such, as the plays either take place away from Collinwood (or even Collinsport, for that matter) or are arranged such that the family is away. There's plenty of room to bring in some returning characters to play around with.

As others have suggested, I wouldn't mind a Kate Ripperton short story focusing on her search for the supernatural.
