It would clearly appear to be Steven Moffat. As of this writing he has penned TV adventures for the 5th Doctor, 8th Doctor, War Doctor, 9th Doctor, 10th Doctor, 11th Doctor and 12th Doctor.
Robert Holmes and Terence Dicks would be next, right?

If we move into prose and audio, then a lot more names connected with a lot more Doctors start getting named.

Technically Moffat also wrote for the First Doctor, the line that One says during the "All thirteen of them" scene. Sure, it was a quick line and wasn't Bill Hartnell, but it counts?

And I think in that case, Terrance Dicks would probably win by a very wide margin. The only Doctors I don't think he's written for are the Ninth and Twelfth.
