There are a tonne of differing opinions on how they should be applied to a story, so how do we feel about them?
Me personally, I prefer to keep TARDIS scenes to a minimum unless there are events within the Ship itself that play an important role in the story.

Episode Ones that are heavy with TARDIS scenes make me think of Season 19, for better or worse. There they were very often thematic to the serial in question, even if it was a complete coincidence in the end.
Now, I think they don't have much of a place in today's TV Who, but in a slower paced story (ie. Big Finish, Main Range and otherwise), they can still work well. The Fourth Wall comes to mind as a good one - the Doctor and Flip sitting in front of the time-space visualiser. (Between that and Evelyn's cakes, it's no wonder Mel felt the need to slim the Sixth Doctor down a bit...)
