So Riverdale is a show a bit like Twin Peaks, or Dark Shadow's Bloodlust in that it's an ongoing mystery.
For a bit on context, the diner is called Pops and run by a man called Pops.

He has striking green eyes [S02E01]
His hit list:
- Shot Fred Andrews at Pops (Fred survived) [S02E01]
- Killed Jennifer Gibson, who was using the alias Geraldine Grundy, at her house is Greendale with a cello bow [S02E01]
- Shot Moose and Midge while they were in their car in the woods (their fate is unknown as of the end of S02E02). Moose and Midge were taking the drug Jingle Jangle at the time [S02E02]
According to Pops, Black Hood doesn't have the look of an opportunistic thief [S02E01]

Fred's wallet is missing. It is not known whether it was taken from the diner or whether it was recovered and removed from his other belongings before they were returned to Archie. [S02E01]
Archie believes he is the common factor in Black Hood's actions, and has obtained a gun from Dilton Doiley. We can pretty much call this gun Chekov because it will be fired.
Hiram Lodge has returned and wants to be a family again. He owns the diner, and has connections to the South Side Serpents. He has Hermione Lodge under his thumb, as she's covering for him and his activities where necessary. Smithers the butler is gone.
Theories:
Black Hood is a Serpent who has opinions on the drug trade in Riverdale. Fred fired the Serpents on his construction crew, there's motive for that. Moose and Midge were taking Jingle Jangle and were in an isolated area when they were shot. It's possible Black Hood was there for another purpose (he's holding a torch), and that Moose and Midge were entirely unplanned, as well as inconvenient witnesses. If Black Hood has the nerve to do a shooting in Pops, then the middle of the woods is no issue. Would you tell someone else if you were going to the woods to get high?
Black Hood was hired by Hiram Lodge, as Fred would not co-operate with him business-wise.
Black Hood is Hal Cooper, Betty's father. He's gone behind the law to deliver what he sees as justice before, as what happened with Polly and her unborn child and stealing Sheriff Keller's theory board on the Jason murder. He could have heard from Alice about Grundy, and deemed her lust for teenage boys (which hasn't been dealt with at all) as immoral. Plus, he'd want to stop the drug trade and perhaps thought setting an example of users would work. However what reason would Hal have for shooting Fred?
Unless there are two Black Hoods, the one who shot Fred and the one who killed Grundy. The Grundy hit doesn't fit the pattern as it currently stands. She didn't have any connection to any other previously established characters that we are aware of after her departure is S01E04. She's not been connected to drugs whatsoever. It's even anomalous geographically, with none of the characters having any active or relevant connections to Greendale.
Archie having the gun will work against him. Either someone will be shot, or it will be used to frame him, furthering his belief he's the subject of a conspiracy.
