I like these ideas so much that part of me thinks this should be the next Divergent Universe anthology. Could be in the guise of Time Lords running several Matrix projections to see who should be sent...

Entirely what I was thinking when I posted that, so absolutely. EDIT: another log for the fire: The Third Doctor, with an exile on Skaro instead of the events of Spearhead.

I once thought "if the Doctor had never left Gallifrey/had died in an early incarnation/remained in exile/etc. who would the Time Lords send to Skaro?" And in my mind there was only one choice - someone uniquely suited to meddling in time. The Monk. Although I expect he'd have turned the tables on the Time Lords and ended up partnering with Davros for some half-baked scheme. Not sure they would trust The Monk to be competent enough, though. I could see The Rani, though - after all she'd be intrigued and allowed access to Galifery again. It'd be a slowburn operation through, impressing and working her way up through The Elite (remember: The Rani is skilled at manipulation after all), until she meets the man himself. I don't think she'd be impressed by Davros ("A brilliant mind blinded by emotion") and quickly turn the tables on him, leaving the Kaleds to be wiped up and 'improving' on The Daleks by turning them into more measured, calculating creatures.
