You don't come back after two years with declining ratings and NOT tease something big. Love him or hate him, Simm's Master was a HUGE part of Ten's era and his return was always going to grab the attention of the audience. Seems clear you were happy for the Master to be in the trailer. Plenty fans on here have said they would have preferred the Master to have been kept a secret. Even, Moffat said at a screening to close your eyes, and if you saw the Master, not to tell anyone. Moffat wanted this to be kept a secret. The trailer would have been fine without showing the Master.

Moffat wanted this to be kept a secret. The trailer would have been fine without showing the Master. But it doesn't make sense to make the show purely for the fans. It's the wider, general audience that the reveal was catered for - as was the tease of a mid-series regeneration. It's all garnered to attracted attention to the show for those who may not normally watch.
