I'd like to echo @wolfie53's points about Peter Davison's Doctor.
First of all though, my favourite Doctor is Sylvester's. I enjoyed the fact that he was entirely his own man on television, completely unlike his predecessors (apart perhaps from Patrick Troughton). I liked his transition from clown to dark manipulator; I'm not sure ever before a Doctor has begun life in one guise, only to become something very different later on. It reinforced McCoy's 'dangerous' tag, and I love it; a real evolution.
Because his audio adventures are plucked from various points in his timeline, that evolution is somewhat redundant now, but I love his quirkiness, bewilderment, his unpredictability, his strangeness and his sense of darkness. Like John le Mesurier, you never know how he's going to deliver a line!
But the Fifth Doctor has surprised me most on audio, and yet his persona is not hugely removed from what we saw on television. As soon as Phantasmagoria was released all those many years ago, there was a new lightness, a new maturity to the Fifth Doctor. A new casual confidence he never always had on television. He was allowed humour, and so were his companions. The bickering between his TARDIS crew was infused with a sense of love, not the desire to leave the Doctor. Tegan has become the funny character she always should have been. Even Adric, whom Big Finish have not re-written or smoothed out, is still petulant but is more real now, extra-dimensional. The Fifth Doctor is as always likeable, but dry humoured, gently sarcastic, more easily riled. Wonderful all. 'A trim time ship ad a ship-shape team!'

I grew up watching stories from all 7 Doctors and enjoyed everyone of them. As each offered a unique take on the Doctor. Just because he's my Doctor and remember him making me feel safe I'm always more excited for a 7th doctor story. Even if it turns out not to be great. Also have a soft spot for 3rd Doctor and unit.
The 8th Doctor is the one that surprises me. As his stories tend to pack an emotional punch.

The Fourth Doctor will always be my Doctor of choice. Tom Baker is who comes to mind whenever I see or hear the words Doctor Who.
Because I had grown up with the Fourth Doctor I didn’t like the Fifth Doctor. He wasn’t my Doctor and I stopped watching Doctor Who.
So Peter Davison is the Doctor Who has surpome the most, because even now I wouldn’t say he was my favourite Doctor, but he is has been in a lot of my all time favourite audio adventures.

On TV Favourite - Tennant, the Tenth Doctor Surprise - Capaldi - After watching two young Doctors - Tennant and Smith (and they were my first two Doctors), I was somewhat biased that I may not like Capaldi. But I loved him. He's my second favourite after Tennant For BF Favourite - McGann Surprise - Colin Baker - never thought I'd like him

Favourites TV: Jon Pertwee - The Third Doctor, my Doctor since 1971; a hero with style. Arrogant yet charming, abrasive yet kindly; every inch a Time Lord yet 'a true gentleman' who will always help people in need. BF: Colin Baker - The Sixth Doctor, supremely confident, a mega-genius and he knows it! But his brash (and bright!) exterior hides a sympathetic soul which these days he's not afraid to show.
Surprises TV: Tom Baker - how (I thought in 1974) could anyone possibly follow my Doctor? Like this, that's how. The Fourth Doctor: alien, unpredictable, humorous and brave. Never doubt he's 'from Gallifrey, not Guildford', and he's here to save the world. BF: David Warner - I knew all the TV Doctors were excellent on audio, but the Unbounds came as a total surprise. And the alt-Third was magnificent - so pleased that he's gone on to new adventures.

Sigh, I just can't narrow it down to one answer, so I'll do the split-it-up-into-eras thing...
Classic Who: Favorite: Three. Surprise: (Early) Seven. His later darker persona is my 'First Doctor,' back when the Seven/Ace seasons were first airing. A years later, I caught Three and Four on PBS followed by Eight's movie, after which I fell off until NuWho started. When I bingwatched the whole Classic series (2012-1013ish) I saw Seven's bumbly/clownish persona for the first time. I knew what to expect by then, but it was still quite different to watch.
New Who: Favorite: Eleven just hedges out Ten. His era is where I went full-on Whovian. Surprise: Twelve. The iteration-long identity crisis led to some uneven stories and arcs IMO, but it all came together at the end when he revealed (to the Tardis) that he was resisting Regeneration specifically because he didn't want to have to go through the hell of rebuilding him/(her)self again. That moment, to me, put a better bow on his lifetime than his actual final speech.
Big Finish Who: Favorite: Six and Eight are neck and neck. The tie breaker is whatever story I listened to last. Surprise: Four. The stories with Leela particularly, which are the majority of his that I've listened to. Such an improvement of their Doctor/Companion dynamic.

Favorite Doctor? I can never narrow it down to just one, I've had a triumvirate of favorites for a while (Pertwee, Colin, and McGann) and now Capaldi has joined them to make up the four Doctors of my top tier. As to which one most surprised me, it would have to be Hartnell. For the longest time, I was never really a big fan of Number One, he always seemed crotchety and just generally not a nice fellow. That view was reinforced during my first attempt to chronologically watch through Who last year, and I honestly struggled with the early B&W episodes. Then I listened to more of BF's Early Adventures, and had my views on the era changed. Now, going back through Hartnell's era has become no longer a chore but an absolute *joy.* One's personality is so much fun, and he has all of the qualities I most look for in a Doctor (courage, a sense of justice, and quirkiness) and then some. Utterly fantastic stuff, and I can't get enough!

Never had a favourite incarnation of the Doctor as each actor and writing team has managed to bring the essential elements of the character to bear whenever possible eg 4s line about Blackpool rock in Underworld is very easy to imagine being said by 10 or 2, and 9 popping up at the dinner table in The Empty Child immediately made me think of 7. For me it comes down to story and performance but I will admit that I have a particular soft spot for 3, 4, 9 and 12 as they seem to be the most in command of the Doctor's faculties.
In terms of surprising me, well, 12 had me at "kidneys." In audio, I've been rather taken with 5 and 6 as they seem to be showing rather a lot more depth than they were permitted on screen.
