Was Graham Williams right in thinking there should be other ancient god-like beings above the Time Lords, or were they (if you want to get technical, there's Eternals and then 'Old Ones') ultimately a pointless addition to the universe? Especially given how the same basic 'power corrupts/false deities/omnipotent indifference' stories have almost always been done with the Time Lords, treating them, for lack of a better term, the defacto 'God-ish race' of the Whonisverse.

I think it was probably better when the Time Lords seemed omnipotent and ethereal, but that's pretty much just in The War Games. Even when they show up in Pertwee episodes, they just seemed like humanoid aliens with agendas and quotas and rules.
The Guardians are always treated as very above-it-all and the Eternals as very mythic. I don't think there's tons of overlap as a result.
As for if it was a good idea, guess it depends if you like the stories they're in! I think Key to Time is a lot of fun, as is its BF sequel trilogy. Enlightenment is also a fascinating story. I'm sure some of those stories could have been told with Time Lords, though...

Williams's idea that the Guardians might be what the Doctor could end up being was interesting, but I don't think it was ever actually brought up or implied. As it is, the Key to Time would frankly work just as well with the Time Lords giving the mission, but I still sort of like the idea of the Guardians. And "Nothing. Ever." was a brilliant line.

And frankly, the whoniverse feels a bit stuff with god-but-not-god type beings. The old Gods, the light, the grace, the guardians, super-beings from "another universe", etc.

I always felt they were a bit corny. And frankly, the whoniverse feels a bit stuff with god-but-not-god type beings. The old Gods, the light, the grace, the guardians, super-beings from "another universe", etc. The show had just entered it's sixteenth year and given that the original series was wrapped in mystery and playfully teased out it's mythology, it was time to put new pieces on the board. The Time Lords had pretty much been defined by this point and everything that could be done with them had been done. Having two entities more powerful - and more mysterious - brought the edge back to the unknown universe. Onscreen, we don't have anything to latch onto other then their aims (order and chaos, good? and evil), and that made them rather distinct and abstract.

I think the Guardians were probably more omnipotent than they needed to be, but to me they're very interesting and welcome characters and I'm hugely fond of both The Key to Time and The Black Guardian Trilogy, and I think Valentine Dyall was just incredible at playing the baddie. The Guardians and the Key might have both come out a bit overstated, but I do think they were great ideas.
