Tricky one this
Went with Twin Dilemma because its an all round poorer story
But Deep Breath has a great performance from Capaldi but once again uncaring from a Companion. To have the Doctor ask for help (not once but twice) of the companion in reaffirming their post Regeneration identity and the Companion to brush off....

This is where Twin Dilemma fits for me, a story where I once rewatched episode 1 by skipping to Colin's parts.

The Doctor Who film was written with too heavy a continuity burden. It crushed the plot and took us too long to get to the new Doctor. If there had been more focus on the new Doctor and the characters, with a greater a sense of mystery without explaining everything or trying to tie up every loose end, then this could have been wonderful.

TV Movie. It's not a outright bad storyline, but it's not the fresh start the show needed and not the best for a new Doctor. McGann's Doctor though is done perfectly.

I agree that the TV story was a mess and all over the place. No plot! Lots of flash! But I love Paul McGann as the Doctor, so I'll always have a soft spot in my heart for the movie. No votes from me on this.

I went with the film (weird to see it not called the TV Movie) because it is the epitome of 'bad story, amazing Doctor'.
