One of my favorite concepts of the classic Series, generally of the Tom Baker years, was that there were other Time Lords who knew the Doctor, but whose lives didn’t revolve around him. He was a peripheral figure to Drax or Chronotis. I like this because it allows stories that can’t be told any other way.
I was having a “Who would you like to see as the Doctor?” conversation with a friend and I suggested Richard Ayoade. She felt he was too recognizable as himself to play the Doctor, so we compromised by fantasy-casting him as another Time Lord.
Actors I’d like to see as non-Doctor Time Lords
Richard Ayoade: I do admit that there is some merit to the criticism that most of his roles seem to be him playing Richard Ayoade, however I don’t see that as a bad thing. He’s the exact level of weird I want in a Time Lord. Maggie Smith: I’m mostly thinking guest spots in the television series, but my friend suggested casting her opposite Braxiatel. Olivia Colman: Even Moffat admitted that they squandered her potential during her guest spot in the Eleventh Hour. Everyone else on Broadchurch has already played a Time Lord, so why not her? Idris Elba: He has no aversion to appearing in science fiction films, so I don’t know why he’s never appeared on Doctor Who.

I agree with the Olivia Colman vote. She'd bring something very interesting to a Time Lady.
Leslie Philips might make a 'funny doddering old Valyes' type.
Jessica Walter could be fun as someone maybe a bit in the vein of Livia -- ambitious, but just the tiniest bit bad at it, to comedic results.
Terence Stamp would make a terrific arrogant, imperious cardinal.
I'm totally influenced by Star Trek Discovery here, but Jason Isaacs as a slimy CIA Coordinator?
I'm not sure in what role, but Charlotte Rampling for sure.
I think LOTR-/Star Wars-era Christopher Lee could have made one hell of a Rassilon OR Omega.

Caught an episode of The Champions recently and a sinister Bernard Lee (the first M in Bond) is really quite something. He could've done a great official stymied by his position. Someone who wanted to advance, but never possessed the means to do so. He's not notable for his body language, so much as his deliberate lack of it. Very compact.
1970s Ian McKellen with that slick quicksilver look of a man going places. One of the CIA's best field operatives. It's doubtful he'll end up Coordinator, he enjoys his position too much (though they'll doubtless try to put him there).
Linda Hunt would work as a prominent member of the Academy. Not as a lecturer, but a biologician: one of the people who sows recognition codes and the Rassilon Imprimatur into the initiates' biodata. It's an important job. Nothing can ever go wrong in it and if it does, well, nothing's ever irreparable in her opinion.

Roger Allam has the acting chops to pull off a performance as almost any sort of Time Lord.
Cate Blanchett probably could as well.
