There are so many. . . But three favorites:
The Time Meddler when the Doctor and Steven discover a horned helmet on the beach, "What do you think this is? A space helmet for a cow?"
Pyramids of Mars when the Doctor and Sarah Jane come around a corner, see a mummy, and immediately swing round and out of the room in unison before the mummy turns round to notice them.
Trial of a Time Lord (The Mysterious Planet) when Glitz and Dibber are bantering as to whether Glitz looks like a philanthropist.
And of course, every time the Second Doctor and Jamie are held and gunpoint and told to put up their hands.

The John Cleese cameo in City of Death always gets me. It's such a good example of the kind of delightfully absurd moments that Douglas Adams always peppered his work with.

Sarah Jane's fall down the "cliff" in The Five Doctor's. Gets me every time.
