This journalist for Cinema Spot appears to be the source for the rumour. She seems not to have even bothered checking what production company make Doctor Who (which she could have checked just by looking at Doctor Who Wikipedia page, great journalism) before announcing her scoop.
Forgive me for not finding her terribly reliable.

This Radio Times journalist is a Who fan, so Twitter seems to be collectively losing its mind that a major announcement might be imminent. It could also be literally anything else.

You wouldn't issue a press release with embargo unless you were about to release some news generally, so I think we can be pretty sure that there is a big announcement coming.... just can't be sure whether it's DW-related or not. But it's either going to be that or Dirty Den coming back to life again (or actual solid news about this revival of Life of Mars that is supposedly happening); I can't think of any other tv show that would warrant such activity.
And, in fact, I'm pretty sure it IS Doctor Who-related, and I think I know what it is. Those two new series that have supposedly been commissioned? They're definitely happening, but not on TV. They'll be released EXCLUSIVELY on vinyl through Asda....

So I was just thinking, Series 13 was supposed to start shooting in September but I can't see that happening now. I doubt we'll see it on our screens before January 2022 at this point. Maybe we'll get a Christmas Special in 2021 as well.

Others, like Jurassic World, War of the Worlds, The Witcher and the continuing dramas have all managed fine, but with slower shoots owing to measures (which you've seen above, when I shared Clarke's set photos).

I'm guessing overseas shooting is out and a lot more studio based shooting will be in. A season of Base Under Siege stories? I mean, I see the reasoning there, but location filming is still doable - I can't remember if it was in the PACT guidelines I shared or somewhere else, but outdoor filming is valued as being easier to social distance, compared to a cramped studio. Provided they weren't going somewhere that the Home Counties can't replicate (like say, a story about Shaka Zulu or Cortez), I think some more exapnsive stories might be possible.
Over on McTighe's Discovery of Witches, they are doing something to maximise location filming, so be curious to see if Chibbs follows suit:

I think there're only a couple of those Volumes in the world and they probably cost more to build and run than the Beeb will spend on Series 13.

So for the first time in forever, I can finally start the news tally back up:
-10 episodes long. -Broadcasting in late 2021-possibly early 2022 (date TBC). -Ed Hime and Maxine Alderton returning as writers. -One of the new writers will be coming via a bursary scheme for new talent. -Production begins in October (knock on wood), with safety measures and a longer schedule. -Chibnall has described S13 as 'ambitious' and building on threads from S12. -Dhawan has not yet been contacted to return as the Master.
-RUMOUR: Ryan may be leaving (Toisin having been cast in a US drama). -RUMOUR: Jo Martin may return. -RUMOUR: There may be a Xmas/New Year's special to plug the gap if 2021 is not viable.

I think, even if it takes them a month an episode, they should still be OK for an Autumn 2021 broadcast. It's not like they have to wait until the entire series is shot before beginning post-production which can be done remotely for the most part.

Glad Maxine Alderton is returning, The Haunting of Villa Diodati was one of the highlights of S12 for me. Hopefully Ed Hime can do something more akin to It Takes You Away than Orphan 55...

If we do get a series in 2021, that's a lot faster than I expected. Very glad that Alderton and Hime are back – I think they're two of the strongest writers in this era and I'm really looking forward to their new stories. (I really liked Orphan 55, even if nobody else did.)
