Here’s what I’d do....
announce a regeneration is coming BUT not announce who the Doctor is.
In the weeks leading up to the 60th I’d have the BBC have a “Midsomer Murders” style series, full of eccentric character etc etc where the lead is played by Ingrid Oliver. During the first episode of the serie she rings “Kate” and asks about her fsmily. It seems an innocent conversation.
The town librarian is played by Derek Jacobi. Some of the town are played by the likes of Paul McGann, Tim Treloar, Sean Pertwee, Jodie Whittaker etc.
Everyone seems to think it’s a murder mystery...., right until the end of the first episode where Ingrid’s character confront the librarian and calls his bluff ... to which he says “Why yes my dear, I AM the Master. And you will obey me....”
It ends with Jacobi and Oliver out of character asking the audience not to spoil the surprise for other viewers.
The following episodes get more and more “Who” with lots of baits and switches as to who the Doctor is, and whether or not they’re in the village (basically we’re going to brutally murder Doctor actors). There’s a Dalek trapped in the basement, rhe Master’s there repairing his TARDIS etc etc The final episode before the 60th airs introduces the Doctor properly. The village is a Doctor trap, those people who weren’t the Doctor? They WERE the Doctor, just brainwashed into thinking they’re not. They didn’t regenerate because there was another Doctor nearby.
The 60th special is the Doctor trying to fix things with Osgood’s help and the hinderance/aid of the Master (who we can regenerate as well if needed). The villain is Sutekh and everything is at stake.
Obviously the basement Dalek will be involved as well somewhere.
the story ends with the Very Famous Person playing the Doctor realising that the only way to save their new companion is to restart the “Timeless Cycle” and regenerates into a small black girl and the Master, Osgood and the new companion travel back and kick off the cycle again.
The companion is saddened the Doctor is gone. The Master smirks and stabs them.
“Time for one last surprise.”
”why?!”
”because I can. Go on... say the words you’ve been wanting to all your stupid little life....”
“I .... am .... “
*swirly swirl swirls*
”the Doctor!? How?”
”You broke the rules before. It’s just what you do. Now.... I’ll be benevolent. You have a two minute head start before I start again.”
later we cut to a park bench, Tombo and the Master sit warily side by side.
”why?”
”I’ve lived in a universe without the Doctor. It was boring.”
”ohh yes. *that laugh*”.
