I liked this set a lot. It continues the slow build development of the character’s relationships and gives some nice moments.
The General comes across especially well, with Ken Bones getting some meaty scenes opposite Louise Jameson in first episode and then some family backstory is added to him as well. Speaking of, Narvin also gets this treatment in episode 3 and it works quite well for him and where he’s at in his point on his life. Even Veklin gets some proper characterisation, with some reflection on her overly-instinctive desire to enforce loyalty to Gallifrey and also why she’s so attached to this Ollistra. It’s just nice having a range that feels invested in its characters and changing said characters. The exception to said change is Leela, who remains a bit of still point, but that feels like the point of her story this stage. She’s the outsider, and is the only one not compromising herself for the needs of Gallifrey or any of its self-interested politicians.
There's also more a Dalek presence, and it’s actually quite a nasty one. In recent Gallifrey sets the Daleks have been mainly just a marauding monster who turn up with a grand scheme as and when plot needs them to, but here we see more nitty gritty of how they’re conducting their war. Specifically, the ins and outs of the Berserkers from War Doctor Begins range, and it’s suitably grim. I would say though, I hope we don’t get much more Berserker appearances. As them turning up on the regular would chip away at their status as the “oh god we’re really truly screwed” Dalek variant.
My only complaint with this range is the damn release rate! The stories so far from both sets feel perfect to listen to together as a long arc, but having a year between each set really spoils that.

Just finished this set. Another powerful one. Very grim tidings and political intrigue. Not much to add to what was said above. Looking forward to seeing where they go from here.

This was another good boxset like first volume. But this one really had me gutted with Narvin. Poor guy! Narvin should be on TV Who! Sean always does a great performance.
