It's been a while since I watched Trial of a Timelord but as far as I can remember Darkel wasn't like she's portrayed in Gallifrey. As I remember she warmed to the Doctor in the end and didn't present any conniving power madness. Am I getting confused with two separate characters played by Linda Bellingham?

Nope. The Inquisitor and Darkel are one and the same character.
As to the change in personality....well, you know what they say about absolute power corrupting absolutely...

Her appearance in Series 1 of Gallifrey is more in line with how she is in Trial. Series 2 really takes her down a darker path, which can be seen as in part simple political radicalisation and in part Pandora’s influence.
