While the Doctor often requires a mindwipe if they meet future incarnations of the Master (e.g. Eight meeting the War Master) to keep continuity, I believe that the Saxon Master could meet past Doctors (minus Nine) without breaking continuity. While Series 2 and 3 hinted at his existence before Ten encountered him, the Doctor was present for his regeneration. This means that unlike the War Master, Missy, or the Spy Master no story ever hinged on the Doctor not recognizing him as such (I know that World Enough and Time has Twelve not recognizing the Saxon Master, but that's because he was heavily disguised and once the Doctor sees the Master's actual face he recognizes him).
On the flipside, it seems to me that most past Masters should be easily able to encounter future Doctors relative to their Doctor or Doctors without there being a plot issue (i.e. the Bruce Master encountering the Tenth Doctor). To my knowledge there aren't any stories where the Master not recognizing the Doctor is a major plot point (aside from the Sound of Drums due to the chameleon arch and the audio story Master where the Master isn't quite himself).
Have I missed anything in my reasoning? Are there any Doctor-Master parings anyone would want to see? Personally, I would want to see the Saxon Master encounter past Doctors. I didn't like him during Ten's era but loved him in his Twelfth Doctor episodes. Also, I would love to see the Bruce or Reborn (McQueen) Masters face off against new series Doctors.

Any of them? Really, the only rules are War Master can’t meet Tennant without some careful writing and no one can meet Missy or the Spy Master except 13+ without memory wipes.

We can have a pre-Skyfall Doctor meeting "O", can't we? Even if they don't know the truth, he could still be having his fun, deciding if this was the day he'd reveal it. Odd to me he only did at the exact time he had The Doctor in a plane with bomb. What was his plan if he didn't mess up on the "I was last at every race at school" bit?

I don't think it would be too out there to assume that it's the Master from after the plane that could have prepared everything retroactively. Very timey-wimey, but very SpyMaster.
