Who is someone you are surprised the Doctor has not encountered yet in any form of media, Classic, BF, Novels or New?
One big name off the bat: Jules Verne. What the hell?

Can't say I'm au fait with every historical figure the Doctor is supposed to have met or claims to have met across the various media. Verne is a surprise though. Has he met Mark Twain? (You wouldn't want it sounding like a Trek rip off though if he did)

It would depend on which Doctor he met how that would go! I think he'd like the first, third, maybe the fifth, sixth and seventh, War and ninth, then 12. Can't see him really gelling with the others.

The 4th Doctor could give him the inspiration for Charlie and the Chocolate Factory with his love for sweets (IE Jelly Babies).

Too recent perhaps, but a lifelong dream for me has been for him to meet Bowie. Although he sorta does in the titan comics... Perhaps the Doctor is the star man he sings about?

It seems more dangerous when it's history and the dangers that it presents that threaten the Doctor and his companions. The Flames of Cadiz, where the Spanish Inquisition and a determined representative of it stalk them throughout the story (definitely not the comedy Nobody expects the Spanish Inquisition presented by Monty Python), is a prime example of this. It's also evident in Dark Shadows, when you've got witches, vampires and phoenixes by the 1795 flashback but it's Vicki going to the gallows that's scariest. A fight against the elements would be a great situation to put the Doctor in. There's no tangible enemy to face, no scheme to thwart, just the need to survive.

One big name off the bat: Jules Verne. What the hell? I know the temptation there would be to stick him with the Seventh or Eighth Doctor, but I think he'd be interesting to see with the First. Maybe Bill Hartnell's incarnation is his inspiration for the figure of Nemo? I'd like to see the Shogun Tokugawa Yoshinobu when Commodore Matthew Perry came with his gunboats to Japan. A story with Peri and Samuel Adams at the Boston Tea Party? A story with King Ibrahim Njoya while he attempted to recover his father's head from the Nso people?

I'd really like to do a story with Jeanne de Clisson. Slightly obscure, but she was a privateer in the 14th century known as the Lion of Brittany. She's an interesting figure who isn't overused.

There was mention of Lenin and "blood in the streets" from the Fifth Doctor in Singularity, but nothing concrete. That's so weird.
