As far as I'm concerned regeneration is science and engineering and not evolution, as such, being able to choose or at least influence which sex you become on regeneration does not surprise me at all. I also see no reason to assume that Timelord DNA can't contain coding for sex.
One theory posits that the reason that Timelords are humanoid, is because they were the original humanoids and they seeded the evolutionary direction of much else of the universe so that they too would be humanoid.

Time Lords also possess a third strand to their DNA, which could provide additional genetic coding from which to draw from than the standard double helix of a human. One source states that they could even have a fourth strand that ties them directly into the temporal vortex through a possible state of quantum. The Gallifreyan polymer structure could somehow be a product of evolution, but it seems quite a lot more likely that it was a technological augmentation like the Kaled mutant into the Dalek. In fact, unless I'm getting my wires crossed somewhere (which is entirely likely) it sounds as though widespread access to regeneration was a result of Pythia's curse of sterility on the planet. All those extra lifetimes for all those stolen generations that would never be. Now, I haven't read Lungbarrow, so I don't really understand the looming stuff, but it seems to me that it makes no sense from an evolutionary standpoint. The looms were a response to that worldwide sterility, the Gallifreyan races had to continue in some form or another and since they couldn't breed, they instead created artificial wombs. In Lungbarrow that curse of sterility is finally lifted when Romana comes back from Karn having made peace with the Sisterhood of Karn, the last remnants of the final Pythia's legacy after she threw herself into the abyss below her temple. Life can finally return to Gallifrey and the implication at the end of the novel is that Leela and Andred's child will be the first naturally born baby in roughly ten million years. It was a stopgap measure to prevent the annihilation of their species through slow, brutal attrition. Susan was one of the last children born on Gallifrey prior to the curse. She was sent away to Terserus by the Other to keep her safe, but returned home to search for him and instead found the First Doctor who had just fled home for the first time in the TARDIS after his cousin threatened to expose his fraudulent birth to the higher authorities.

More importantly, it has a talking racoon with a giant gun. And who wouldn't want to watch a film about a talking racoon with a giant gun? Let's not forget the massive tree who can only respond with the words "I am Groot!" 2013: DC: Man of Steel is all done, but how do we sell the public on an Amazon Goddess and a man whose power is to talk to fish? Marvel: We're all set to start filming the one with the gun-toting raccoon and the talking tree, now how do we tackle the Avengers with the evil AI, incredible shrinking man and sorcerer movies?

In fact if you cast David Warner in every episode episode I'd be happy fantastic actor.

(Even Iron Man was a risk back in 2008) Yup, Marvels first funded in house movie starring a actor who's past shall we say was colourful to say the least (the studio didn't even want RD Jr for Iron Man) but it certainly paid off & paved the way for Capt, Thor, GOTG, Avengers & many more Marvel movies.
