Terry Nation had reduced involvement in series 4 and I'm guessing his estate does not own the rights to Soolin, Slave, Xenon base. Not sure if there would be separate rights to Sleer or if that character comes under the rights to Servalan. I think these elements were created by Chris Boucher, although there may have been some input from Vere Lorimer the producer. Assuming these 2 were both BBC employees at the time, possibly the BBC hold some of the rights? So that is 3 possible candidates for the awkward rightsholder. Can't think of anyone else. BF have good relationships with Boucher and the BBC so I can't see them being a problem, maybe it's the Lorimer estate? Alternatively it may not be that any party is being awkward or difficult,but simply that when it comes to season 4 there are so many rightsholders wanting their cut that there simply isn't enough £s in the pot to be able to satisfy them all. Worth noting the 1990s Barry Letts audios produced by the BBC were set in series 4, so the rights were obtainable at that time.

For me, Series 4 had a distinct feeling of being 'after the Lord Mayor's Show'. With the Liberator gone it was never as good again, so I'm happy for them to stay earlier for BF B7. (Though oddly enough, the last-but-two episode 'Orbit' is one of the best of all imo, Robert Holmes does it again!)

also when regarding Faction Paradox from The EDA Novels into The Time War Range
Nick Said there were no plans to do it at the moment I could actually see Faction Paradox working quite well in the Time War. A third party completely detached from both the Daleks and the Time Lords. A complete wild card in the conflict. Although, I think trying to get the rights would be a hassle. Ah, if only... and confirm that the War in Heaven and the LGTW are just different aspects of the same transtemporal event. I'd love a crossover between EDA's Eight and Carley's War Doctor. Dunno about the rights. I mean, if they don't mind having to accommodate Frankham-Allen, would Miles be too much of a hassle? Still, though, Wintertime Paradox seemed to have no problem using them, although I don't know if that was just a case of not being clear enough who they were to sound any alarms. Maybe a co-production with Obverse (or Magic Bullet, if that's still a thing)? A TLV-type event, on a much smaller scale, would be cool.
