Emmenthal is the one you're looking for I think, a happy-inducing cheese. Perhaps some sort of cheese scratch'n'sniff card could be produced.

In a nutshell: strong writing and less reliance on old tropes. Add to that: more out there with sci-fi concepts. Get crazy and find a way to make the tight budget work for, rather than against a creative world.

Other then establishing his own take on the series, I'm not sure if I really want all that much change. The loose arc structure works well for Who's audience.

Latest I heard (again only rumour) was it was staying in Cardiff and Matt Stevens (other Excretive Producer) would handle day to day production while Chibnail focused with a Script Editor on working with writers wherever he felt comfortable.

I'm not a fan of Steven Moffat's run on the show, but I'm not going to knock about his character to prove a point (I actually think he's rather funny and considerate). You don't want Chibnall in charge, that's perfectly reasonable, but at least demonstrate a compelling argument as to why not beyond a logical fallacy. And for goodness sake, don't try to pass off reservations as undisputed fact before the show has even started yet, that's like kicking a dog because you expect it would've done something nasty to you.
