The Two Doctors was recorded in the summer of 1984 and broadcast within it's 21st year (Nov 1984 - Nov 1985) and shown 3 months into its 21st year which is considerably a lot closer than the 11 months that The Three Doctors was to it's 10th birthday. I remember JNT being asked at conventions why having another multi-Doctor so close to The Five Doctors and he would answer because he wanted one more throw of the celebrations dice and and mark something for that often celebrated 21st milestone. Actually, the "Nov 1984 - Nov 1985" is the show's 22nd year: Between "Nov 63 - Nov 64" is the first year of the program, with 23rd Nov '64 marking the day it 'turns 1'. From then on, it's in its second year. This means that the show 'turned 20' on 23 Nov '83, making the 21st year "Nov 83 - Nov 84", and the 22nd year "Nov 84 - Nov 85". So The Two Doctors would actually be the 22nd Anniversary Special, even if it was filmed during the 21st year (An easier way to prove this would be to look at the fact it was broadcast in Season 22, not Season 21, but I didn't think about that until I'd already written the rest of this and I wasn't going to waste it )

Seriously, the concept of an anniversary is merely a social construct. Multiples of a 1000 days is surely just as significant in a metaphysical sense (that's what I said to my wife when I fogot her birthday anyway)

Maybe they really count in Base 9 ? And the TARDIS does Base 10 number translation for our convenience. They could drop a few hints about it during one or two series and then reveal to astonished fandom: base 9 is traditional on Gallifrey because Time Tots learn to count on their toes and Gallifreyans have had only 9 since the loss of the Big Toe Of Rassilon.

How many NuWho series has there been? Number of series does not an anniversary make necuase it doesn't account for the hiatuses. Including classic and new there have been 36 series, but it isn't the 36th anniversary.

I don't know what it is like in your patch but I've always found anniversaries related to the amount of time something has been around. Not the number of things produced during that time period. Just like how in 2013 we celebrated the 50th anniversary of Doctor Who. 2005 marks the 10 anniversary of the return of Doctor Who to TV screens. Or how 2013 was the 30th anniversary of the last time you thought Doctor Who was any good.
