I'm more interested in why he thinks the Queen is one of the two most powerful people on Earth. Head of state here in the UK, also Queen for the commonwealth. She's second only to the U.S. President. Have you been reading your Ladybird Book Of Kings And Queens again or are you mixing her up with Elizabeth I, when Monarchs actually ruled the country? She's got no real power whatsoever. Obama has the nuclear codes. What does she have? Some corgis, silly robes and a bag of ceremonial titles. The last time a monarch tried to wield his "power", he got his head chopped off for it. Parliament has power, not the throne.

Huh?! Second only to the US president? In terms of power? You are so kidding, she has wealth and commands respect, so sure that gives her some power, the real power lay with all her prime ministers, who quite frankly these days tell her what to say and do, she has no real power at all, she's a ceremonial, figure head.

She could also refuse a prime minister but would likely be frowned upon if she did because people would complain the Queen wouldn't be acting neutral to politics. You confuse a legal nicety with a right. Sure, in theory she can refuse in reality she cannot, she has the illusion of power, but no real power. If she refused either of the things you mention, after a brief period of "constitutional crisis" parliament would win out one way or another, the queens powers are nominal.

I think it's time the Royal Family were allowed to vote in the General Election to be honest. They should be given more power to make a difference in terms of which party is voted in.The queen and the rest of the Royal Family can vote, in all elections, that the queen and some others in the family choose not to, reflects their constitutional position and role. But what mystifies me most in your post, is that a few posts back she was the 2nd most powerful person in the world, but now needs to "be given more power to make a difference", those two things seems contradictory to me.

The queen's constitutional position is a really unusual one as so many of the constraints on her power actually don't really exist, they are just the weight of tradition. Theain reason she has no power is that for her to break with tradition and exercise her legal power would be extremely impolite. Just not the British way. I guess if it really came down to it, (and by all accounts it almost did in the late thirties) it would come down to whether the armed forces were prepared to honour the monarch's role as Commander in Chief.
