Assuming Chris goes more traditional next year, with an series arc and more old bad guys, who would you like to see make a comeback? Can be more someone recent, or something way back.
Also, in the interests of likelihood, keeping it to the TV side. No BF or novel villains this time.

While normally the thought is to shake up the Doctor/companions combo each year...I think you'd easily get a year out of this TARDIS team facing some classic monsters.
Daleks, absolutely. Sontarans, yep. Silurians, if you have the story. Zygons, might not be as attractive after the brokered peace of the Capaldi era. Master/Missy, no way - s/he should be rested for a few years yet. Don't see why a Sea Devils story couldn't happen. We've got the Timelord hierarchy including Rassilon against The Doctor post S9 though that seems a bit too continuity heavy for Chibnall's vision.
I can't really see any of the antagonists from this year being strong enough to recur. The Stenza gave me the fear when referenced in The Ghost Monument - Tim Shaw is a SJA villain, not a big bad for a whole Who season.

It's an interesting thought. This season has definitely been one focussed on the idea of humanity as the big bad, more fantastical creations have been few and far between. What's the expression... Evil is ordinary? For this particularly investigative Doctor with a fascination for how things work... The Toymaker would be an interesting choice, each occupying the opposing end of a cosmic game, but how about the Eternals? They fit the current tone of the series rather well, grandiose but largely impassive beings who use living creatures as playthings for their own amusement. Creatures with a Black Mirror brand of cruelty. From yacht races (Enlightenment) to arms races (Uninvited Guest) to... something rather interesting I'll wager.
I guess anything could work with a good story. I'd have never expected a sequel featuring the Tribe of Gum to be so compelling, but Hunters of the Burning Stone achieved it in spades.

I think the present series has tried to distance itself from past Doctor Who establishing new foes (Aliens)so perhaps they will try to build on that. Cant believe how much i have enjoyed Jodies series of stories

I am also hoping that we have a series finale with a final showdown of the tooth fairies, their bedsheet allies and the time travelling racist and then can move on to other things... I am not sure I want the tooth fairies as the next recurring big bad, so far they were a bit... one dimensional.

Very Predator yep...i wish my bedsheets would move by themselves too...but alas am having to throw them in the washing machine myself Luckily I wash my sheets regularily so the danger of them moving by their own accord is kept to a minimum...

Oh, I don't know, that could always be mended by further entries. The Ice Warriors, for instance, could have been rather one-note adversaries if not for those later Peladon stories. There are always possibilities for expansion with a good writer and a good script. Personally, though, I think I would like to see a continuation of this bare bones mythos trend. If only so we can get some really memorable adversaries out of it that this era can claim as its own.

Definitely don't want to see the racist back, rather than a recurring foe to me he was just a representation of a thuggish racist nobody who was just using the tech he had to further his racist agenda. I think some fans prefer the story arcs & see the season finale as needed some narrative connection to preceding episodes. I'm fine if it doesn't. From memory Classic Who never did this. & it never relied as much on recurring monsters in the way that Nu Who has. In fact my favourite baddies were one off baddies, Magnus Greel, the Scaroth, Mehendri Solon & Morbius. I'd like the 13th's era to create some great one off villains like that. Hopefully it will.

Yeah, we haven't quite got an alien villain outside of Tzim-Sha yet. Antagonists, sure, but no honest-to-goodness villains. This season reminds much more like the first series of Space: 1999 in that regard, it's a lot more about the intellectual puzzles than a straightforward aggressor.
I've two theories bouncing around in my head at the moment as to why that might be the case. It's possible that they've invested all their creative energy into making sure that the recurring protagonists are working first and foremost, the bad guys falling by the wayside as a result. Alternatively, it might be a side effect of a new/preexisting edict from the higher-ups at the BBC. No way to prove it either way, but it'll be interesting looking back on this in a couple of years and seeing just how the production process went.

Returning villains for Series 12 - should there be any?
Like JHD up above, I'm quite happy with the current approach. My memories of the classic series are that it wasn't until series 20 that returning villains/monsters really became a 'thing'. Before then, there was a more sporadic approach (although Tom's first series had Daleks, Cybermen and a Sontaran). There is a rumour that ...
{Spoiler} ... the Daleks might be back for the New Year's Special ...
... and I think they are the classic monster most likely to make a comeback. But I am happy to see new threats continue to be used against Jodie's Doctor - with a possible ramping up of the 'monster' element. Make 'em more monstrous than villainous that the mainly humanoid baddies we've had this year.
