Mark Gatiss has confirmed he's appearing in the Xmas Special. What are the odds it will be as the 3rd Doctor? I hope not, he looks, sounds and acts nothing like Pertwee, they could just get in his son if they were so eager for a cameo appearance. Maybe he's playing a new incarnation of the Meddling Monk? Or a regenerated Susan?

I don't even remember it being in the film. Playing Pertwee in the show itself is a different matter. If they want the third Doctor, they need to get Sean Pertwee in.

Mind you the Troughton impression is even worse. Please please no. It would be an insult to Jon's memory to use such an ill-suited stand-in

Didn't stop him before... But that was just a quick thing. I don't even remember it being in the film. That would be because it wasn't in the film. It was a just a re-creating The Three Doctors publicity photo, similar to the scene re-creations the cast did which only appeared on YouTube. Gatiss doesn't really resemble Pertwee to me, I can't picture him playing the character either.

I was wondering if BBC America had cut something out when they showed it.

He acts more like a reject from Blackadder the fourth. Not sure I can cope with an hour of that. It could be that the character is himself 'acting' a role. The rumour I've seen online as to who Gatiss's character is, which I shan't repeat, is consistent with the idea that the silly upper-class twittyness of the Captain is just a pose.
