Right now I can't decide if this is the Government trying to strengthen their playing hand with the EU, an appeasement thrown to the more "hardcore" Brexiteers within the Conservative party or Gove trying to figure out the best spot between Johnson's shoulder blades...

Over 4 years, we should not be in this position, deals should have been done & now should have been a time to relax, for those in favour of brexit to celebrate.

For once I agree with you, we should not be in this position. But even allowing for the fact that the EU wouldn't begin discussing the trade deal until after we left on Jan 31st this year (their choice, not ours, so it's 11 months, not 4 years), we were always going to be in this position. Even if our government had agreed to everything early on, the EU would have pocketed every concession and then demanded more. I'm not saying it's 'wrong', it's simply how they have always negotiated.
As a believer in the EU (I assume) you must know that they always, always push to the very last minute before making any deal. Then they redefine what 'the last minute' means and push to that moment. Probably more than once.
This was true when we were in the EU: Thatcher, Major, Blair all had to take it right to the wire at the 'final' summit, or sometimes the summit after the 'final' summit, to get the deal they wanted for the UK. So now we aren't in the EU any more, it was likely to be worse than "normal" and that level of brinkmanship was normal. Looking on the bright side, all three of them did get a good deal in the end so you could take that as grounds for optimism. (I'm not sure that I do.)
But if anyone believes in the near-sanctity and unity of the EU compared with the horrid devisive UK, try this from the BBC yesterday to learn why a deal might (or might not) still be hard to do, especially the part about those darned fish... (You'll need to read the thread of 11 tweets, very informative, excellent journalism.)

A while back the Left were telling us there weren't ANY trade negotiators because we in the UK didn't know how to do trade deals any more, and so we wouldn't get the EU trade deals with third countries 'rolled over' into UK-third country deals in time for the end of the year.
Which we have. How dreadful.
