Well, according to Moffat in the new DWM, she is from the modern day, and not from the 80s. Of course he could be lying, but I'm not sure why he would.

I simply do not see why NuWho won't give us a companion from a different time period. Is it because they think audiences won't relate to the companion? Is it a higher up decision that Moffat has no say in?

Well that kinda upsets me. Its just keeping to the same sort of template of Nu Who Companions. Only Captain Jack broke that mold as he was from the future

A companion from the 80's would have a great reaction to the present day. In the Companion Chronicle Peri and the Piscon Paradox Peri is surprised by many things in 2009 LA like the skeletal actresses and unexpected trends. Bill coming from the same period as Peri would have provided an interesting commentary on culture today.

I was right! I thought the costume still seemed pretty modern either way. It's not as if denim jackets are out of fashion.

Is it a higher up decision that Moffat has no say in? I think it is a higher up decision. Moffat has always said that the Victorian Clara was supposed to be the one that travelled with The Doctor, but the powers that be at the BBC wanted a contemporary companion. That's when he wrote in her death.
