All Doctors from Nine to pre-Day Eleven think Gallifrey burned. It's only post-Day Eleven and subsequent Doctors that know he didn't burn it. It makes the RTD era pretty dark when you watch it with the knowledge that the Doctor didn't commit genocide when he believes he did. Not really, no. And War ALREADY thought he was a monster BEFORE he attempted to use the Moment.

I'd argue that it blunts that particular fact quite a bit. The difference between someone thinking they're a killer and them actually being a killer. The act vs. the intent. Besides, as charlesuirdhein points out, he probably did very nearly a hell of a lot worse to have such a terrible opinion of himself in the unmentionable incarnation.

He probably just forgot to give a parcel that came for next door to his neighbours on Gallifrey.

Ive read a couple of short stories in Seasons of War (It arrived yesterday and I had to read some of it) and one of them does answer the question of How it affected Nine's mind Isn't Seasons of War fan fiction? In which case it's probably better to say it presents a theory about it. Its a charity short story collection. Featuring stuff by Matt Fitton and others.

Yep. Fanfiction by professionals is still that when unlicensed.
Worth a read though and for a good cause. Which reminds me, more people should by the Bernice Summerfield download "Many Happy Returns".
