But good characters need to live within a cohesive plot or they are just sitting in a coffee shop Aren't a lot of anthology stories -- stuff like "The Cold Equations", "Nightcrawlers", "Nightmare at 20,000 Feet" or "The Obsolete Man" -- essentially just a handful characters sitting in a single room talking though?

I'm in the "Loved it" camp. I had a great time watching this episode. I love Bill and her relationship with this Doctor. I adored her interrogation of him in the Tardis. "Why can't you reach the controls from the chair? Do your arms stretch? Are you like Mr. Fantastic?" Ha ha ha. I agree that it needed another 10 or 15 minutes. The ending was rushed and it really didn't make much sense, but I still loved it. The ending was a bit rushed, but what's a good Doc Who episode without an incredible build-up and swift underwhelming resolution? As it stands, I thought a grief plague was a delightful idea. I agree that Bill and the Doctor work very well together. I love her constant questioning shtick. She's a lot of fun and brings out the best in Capaldi.
