It's just physical contact. There's more risks involved. It's more intimate, and if (for example) a baby was produced that wasn't supposed to be it would cause all manner of problems to the Web of Time. Unless it always had happened that way and such a baby was supposed to be. That's actually the running central conundrum for our titular character: at the start of any conflict/episode, the Doctor will be aware that from some future-Doctor's perspective history is already set and he either did or did not intervent, but for present-him's perspective, he never has certain knowledge of whether the decision to intervene or the decision not to intervene is the one that changes the timelines. (Bear in mind that we wouldn't see any complete non-interventions because that wouldn't make an episode; so, the fact that we do always see him intervening does not necessarily mean he always does intervene). Sometimes, he learns it along the way. For example, hearing the Dalek say "mercy" in S9E2 makes him realize that future-him must have gone back and saved lil'Davros, so he goes and does it; once he saved Clara from the Dalek, he realized that not going back to save lil'Davros would mean the Dalek couldn't say "mercy", which would mean something different could have happened - Clara not being rescued, which would change his own timeline. So he had to go back, so he did go back.

Lots of interesting teases in that article - a couple of them a bit on the obvious side, so avoid if you don't want to be spoiled. Personally I think the romance is the Doctor and Missy. Classic Stockholm Syndrome.

He's always wanted the Master to be good, but he chose the dark path. The Master is his best friend. Also: the 'first man crush' line was a joke and not meant to be taken seriously. If I spent years with a murderous alien psychopath in a vault I wouldn't suddenly fall in love with said person. Missy and the Master having a romance makes so much more sense because the Master has always been shown to be a narcissist.
