Something I just picked up on in Hearts of Darkness, is that Rassilon is president of Gallifrey. So surely it must take place after Desperate Measures. But Narvin is still with the CIA so before Assassins. I actually wonder if all the War Master sets after Anti-Genesis are meant to be in the Sky Man gap then.
Also the Master's background involvement in He Who Fights the Monsters suggests he doesn’t depart the War until after that.
Unless he literally is just jumping all over the timeline of the War and is doing everything completely out of sync with Gallifrey.

Bear in mind it seems to take as late as Engines of War for the Time Lords and the Doctor to properly clock that the Master has vanished from the conflict, and we have other examples of The Stranger and The Third Wise Man where the War Doctor bumps into Time Lords from the early days of the conflict. So as a result in Hearts of Darkness the Master appears to know Rassilon comes back sometime during the War, even though it seems that hasn’t happened yet for Narvin in the point of his life he’s in the storyline. Meanwhile the Eighth Doctor in the story probably derives from that solo period after Eighth Doctor - Time War.

I won’t be placing A Genius for War yet until how Once and Future as a whole relates to the Time War becomes a bit clearer. But it is a follow-up to Restoration of the Daleks and- {Spoiler} the destruction of Zenobia would put it after The Passenger, where Rasmus has an array of complaints about the station.

Added War Room 2 to Act 13. There’s nothing really to place it other than being after the first set, and also I get the sense these War Room sets work best listened to together (though the annual release schedule does not help with this). There is some dabbling with the Berserker Dalek continuity. The Time Lords are aware of them being used to cull populations, which is consistent to Rewind, but they’re still a relative unknown, which is consistent with the background to Berserker. So that’s neat.

Spoilers! Once and Future now has a placement on the saga.
One day I will do a test run through of this to see how it actually feels there, but it makes the most sense at that point. Yes it does rather spoil which Doctor is degenerating, but eh I won’t lie that wasn’t particularly compelling mystery since the setting gave it a 50/50 chance.

Added first three stories of Rogue Encounters to the main War Master act; they’re all standalones with no connections to anything.
Alone is put before Utopia in the Aftermath, as it’s a prequel to that.

I think using “He Who Fights Monsters…” as a way of placing the War Master is potentially headache inducing b3cause everything about that entire timeline is undone - the Doctor implies the Barber Surgeon has been active for a long time, but by the end everything the BS did is undone, potentially sending the Master after the BS in the Master’s life was the same event that happened with Leela (you know, with the temporal duplicates, where he tosses Leela into the vortex) - the beats are the same, Master summoned, sent on an assassination mission, Leela involved/apparently killed during it …

The Silent Priest is late in the Eighth Doctor’s life so has been put in the relevant act for that. He’s questioning the point of his trying to help when so many keep dying anyway, so I’ve opted for near Lies in Ruins where he resorts to creating Ria to support his decisions.
