I would think that at the very least feelers for Matt Smith and Christopher Eccelston have been sent out for their willingness. If there is an 11th coming, I don't think we'd hear about it until the 10th doctor release anyway.
And for point 2, is that a recent or old thing? (source? curious) and if that's true then Eccelston seems at least open to the idea, BF just need a story for him.
point 2 Source In 05/05 Barnaby Edwards BF Actor, Writer, Director, TV Series Dalek operator, Original producer of The Classic Range (Phantom of the Opera) told CE that BF did classic play and book adaptations as well as DW, CE said No to DW but was open to a Classics Adaption but it never went further then that. Then the TV negations with CE for 50th Anniversary didn't go well...

So it is definitely a few years ago. If they can get Eccelston to do readings, or something for an unrelated range, that is a foot in the door for DW, like Matthew Waterhouse. But I'd be surprised if they haven't contacted him since the ability to do his doctor came up.

Seriously though I Think CE would have to be 110% certain HE wanted to do it and that BF could make Him feel comfortable with it, I don't see that happening anytime soon (though I buy it whenever it does!).

I've loved to be in those 50th Anniversery negations though, I mean half a dozen meetings and the end result is the writer creating a whole new Doctor to cover for CE's absence after which CE's entitled to think he doesn't owe the fan base anything.

I'd have felt like ranting at Christopher Eccleston when he decided it wasn't for him, even though in hindsight it wouldn't have worked with 9 fulfilling War's role anyway.

The War Doctor was nothing to do with CE. they could have got McGann in, the fans would have loved it.

Actors have their roles and move on. If Eccleston doesn't want to return to the role, it's his decision and we should respect that - Nine material can always be found elsewhere. Someone will bridge the gap somehow (such as the recent Titan Ninth Doctor mini-series, for example) and I'm sure Big Finish have plans for the character.

It's a shame that Eccleston wants to distance himself from the franchise at the moment, but understandable and I respect his personal viewpoint, besides being a great actor and doctor, he's got a wonderfully emotive voice and I hope B.F will work with him eventually on some project or other. I've read a fair few rumours about the 50th Anniversary and whatever the truth, it seems it was a pretty troubled. ambitious production, as much I would have loved to see Eccleston return once more, I agree with dalekbuster, in hindsight DOTD worked better with the War Doctor i.m.o, Hurt's great, Eccleston's great, Big Finish is great.
